Safe to say Singapore is more walkable than Ho Chi Minh City (we arrived on Sunday)

ATMs charge you for each transaction and only give $50 notes. Stores refuse to accept $50 notes and charge $1 for using a card… Why are so many tourist spaces actively hostile?
